Illinois GIS Strategy

A few comments, some of which relate directly to the document and some more general.  At the start of Appendix A it might be a good idea to add a line or two explaining that these are the comments generated at the July 2007 meeting.  It mentions this in the body of the document, but anyone looking at just the appendix is going to be at a loss as to what these items are.  In the Outreach & Education section, if we create a list of college-level courses, should we also detail the access to the courses?  Specifically, do you have to be registered as part of a degree or certification program, or are the classes accessible to students-at-large.  Also, should we establish a goal of encouraging colleges to offer one day or short term courses that utilize and showcase their faculty/staff expertise?  A selling point might be potential revenue for the colleges from outside consulting.  Finally, as part of the Data section, would it work best to establish, where possible, a hierarchical structure for data maintenance?  This may work best in the larger metro areas, but this way you'd integrate municipal data into county data, which would then be integrated into the state-wide data.  This would minimize edge-matching issues, and I think is reflective of the Census Bureau's approach.
